Programs with this rating meet rigorous standards in areas such as teacher qualifications, classroom interactions, and curriculum implementation, ensuring a safe, nurturing, and enriching environment. Quality First is an initiative by First Things First, Arizona’s early childhood agency, to improve and assess the quality of early education programs.
